Why this matters

This document confirms that Chief Gill's 11/17/2025 instruction to the Flock implementation team — to set Ayer's data to be shared only with Massachusetts agencies — took effect at the administrative level.

But it does not address the contract The administrative setting controls who gets automated access. It does not amend Flock's contractual rights to use Customer Data: §4.1 (worldwide, irrevocable, royalty-free license) and §5.3 (broad disclosure authority) remain unchanged.
